Procurement Engineer

Job Title: Procurement Engineer Company: HATCO for Trading & Contracting SAP Module: SAP HCM Roles & Responsibilities: Key ResponsibilitiesTechnical & Engineering Evaluation Sourcing & Vendor Management * Contract Negotiation: Lead commercial negotiations to secure competitive pricing, favorable payment terms, and strict delivery schedules without compromising quality. * Financial Instruments: Demonstrate a strong understanding of commercial terms, including Letters of Credit (LC), bank guarantees, performance bonds, and complex payment milestones. Logistics & Supply Chain Management * Shipping & Logistics: Oversee international freight forwarding, shipping terms (Incoterms), customs clearance processes in Qatar, and local transport logistics to ensure on-time delivery to the site. * Expediting: Track manufacturing milestones of critical long-lead items (especially for Data Centers and MEP packages) and proactively resolve supply chain bottlenecks. * Drawing & Specification Review: Review and understand structural, architectural, and complex MEP engineering drawings to identify project material requirements. * BOQ Analysis: Analyze Bills of Quantities (BOQ) and technical specifications to prepare detailed material take-offs and RFQ (Request for Quotation) packages. * Technical Compliance: Evaluate supplier technical submittals and cross-verify them against client/consultant specifications to ensure 100% compliance. * Supplier Relations: Utilize and expand an existing network of reliable Qatar-based vendors and overseas suppliers specialized in Data Center infrastructure, MEP equipment, and high-rise construction materials. * Pre-qualification: Identify, evaluate, and pre-qualify new international and local vendors based on capability, quality standards, and financial stability. Required Qualifications & Experience * Education: Bachelor’s Degree in Civil, Mechanical, or Electrical Engineering is mandatory. * Experience: 0-3 years of procurement experience in the construction sector, with a proven track record specifically in Data Center construction and High-Rise building projects. * Technical Skills: Proficient in reading engineering drawings, understanding MEP schematics, and analyzing complex BOQs. Experience with ERP systems (like SAP or Oracle) and MS Excel is highly preferred. * Market Knowledge: A well-established and active network of suppliers and sub-contractors in Qatar and overseas (global sourcing). * Core Skills: Exceptional negotiation, communication, and interpersonal skills. Strong command of contractual and financial jargon (LCs, Incoterms, FIDIC terms). * Location: Must be based in or willing to relocate to Qatar. Valid Qatar Driving License and MMUP/UPDA registration are distinct advantages. Key Skills: Procurement Salary: QAR 8000 - 12000 per monthly
